PROBLEM TO BE SOLVED: To provide a flame-retarded polyester resin affording a flame-retardant polyester adhesive having better adhesion, resistance to hydrolysis or the like compared to conventional flame-retarded polyester adhesives. SOLUTION: This flame-retarded polyester resin for adhesive is obtained by co-polymerizing a phosphorus containing carboxylic acid or its ester compound having 0.5 wt.% or more phosphorus atom in the molecule and containing less than 40 mol% of ethylene glycol, preferably expressed by formula 1 or formula 2, further preferably having a glass transition temperature of -15 deg.C or higher and lower than 40 deg.C. This adhesive is made by using the flame- retardant polyester resin.
