PROBLEM TO BE SOLVED: To provide a novel engineering method which enables simultaneously attaining both decontaminating of soil and the improvement of the ground by pinning sand piles to the contaminated weak ground. SOLUTION: Photocatalyst material which is made by coating a material having high light transmissivity such as glass sand or crushed light transparent plastic with titanium dioxide is used in place of a sand mat and, as necessary, by using the same photocatalyst material for sand pile head parts, too, the sand pickets are prepared.
