PROBLEM TO BE SOLVED: To positively detect the dragging-in of a cleaning material even when no tension fluctuations are seen. SOLUTION: A detector 13 is disposed at the shaft end of a payoff shaft 2. Protrusions 13a are formed at an equiangular interval on the outer peripheral face of the detector 13. A proximity switch 14 is installed opposite to the outer peripheral face of the detector 13. During cleaning, the number of pulses of a rotation signal (a pulsed signal) emitted from the proximity switch 14 is counted. When the number of pulses exceeds a predetermined set value within a specified time, it is interpreted that a cleaning cloth 6 is dragged into a rubber cylinder 1. During non-cleaning, (stand-by mode after the end of cleaning), the output state of the rotation signal from the proximity switch 2 after the end of cleaning is checked. Next it is judged whether the dragging-in phenomenon has occurred based on the output state at a point of time after the lapse of specified time from a starting point which is a point of time when the output state is returned to an output state at the end of the original cleaning process after the change of the output state that has occurred following the end of the original cleaning process.
