PURPOSE: A fluid controlling valve is provided to be opened or closed by a small force without the influence of a static pressure of a fluid and reduce the noise and vibration due to the flow of the fluid by forming a streamline flow channel in the valve, thereby controlling the fluid precisely. CONSTITUTION: A fluid controlling valve includes an outer body(2) symmetrically formed and connected to a tube while flowing a fluid inside, an inner body(4) fixed in the outer body with a predetermined interval for forming a fluid channel(3) for flowing the fluid, a rotation shaft(6) vertically mounted in the center of the outer body for controlling the fluid by rotation and mounted with a pinion(5) at a lower part, a piston(8) horizontally mounted in the inner body for opening or closing the oil channel by forward/reverse motion and formed with a rack(7) at a front end to be engaged with the pinion, a hemispherical valve seat(10) coupled with the other end of the piston for contacting or separating from a sleeve(9) formed in the outer body by forward/reverse motion, and an actuator(11) mounted at an upper part of the rotation shaft for rotating the rotation shaft forward and reversely to control the flow in a tube.
