The pumping device has a head (11) with its second end communicating with the air passage (101) of a main body (10). A pivotal tube (17) with a cam seat (173) is secured to the main body and rotatably received in the first end of the head. A retainer (14) is slidably received in the head and includes a first compartment (141). A nozzle (143) and a pin (18) are slidably mounted in the retainer. The second opening of the cam seat is smaller than the first end of the pin to prevent the first end of the pin from passing through the second opening of the cam seat. The first opening of the cam seat is larger than the first end of the pin to allow the first end of the pin to pass through. A nozzle head (15) is securely mounted in the second end of the head, and includes a second compartment (152) communicated with the first compartment via the nozzle. The nozzle head has a hollow conical section (151) for engaging with the conical recess (146) of the retainer.
