PROBLEM TO BE SOLVED: To efficiently perform a series of procedures for payment request, approval, and settlement regarding traveling expense settlement by sending and receiving data between a client and a server by using electronic mail software and a Web browser. SOLUTION: A client which make a payment request according to inputted identification information is identified (S206) and the client has the authority of approving the request, a 1st input picture for the settlement is displayed (S208) and when not, a 2nd input picture for the request is displayed. The contents of the request are reported as an approval request by e-mail to the client which has the specified authority and the request contents of the 2nd input picture are registered in a database on the server (S207).
