In the case of determining a low-rotation high-load state in a step 7, the lift quantity and operating angle are controlled to the medium degree, and the phase of the lift apex is controlled further onto the delay side in a step 8. In the case of a high-rotation high-load region, the lift and operating angle are controlled to be large, and the phase of the lift apex is controlled onto the slightly delay side compared with the phase of the step 6, in a step 9.</p>
