PROBLEM TO BE SOLVED: To select an incoming call melody among melodies, which interest young people and to surely reduce the charge by an advertisement reception, even to specified users. SOLUTION: This system is provided with a portable telephone terminal 2, provided with an incoming call melody originating function, a base station 20 capable of establishing communication with the terminal 2 by a radio communication channel 3, a charge calculation device 30 for calculating a communication charge between them, a memory 24 for storing an advertisement melody contracted with an advertisement sponsor 41, a memory 7 on the side of the terminal 2 for storing the advertisement melody transmitted from the base station, call origination/incoming control parts 5 and 22 for controlling the call incoming and call origination of communication requests between the base station and the terminal, call origination parts 8 and 9 for originating a call by the play of the advertisement melody based on the control, a utilization frequency control means 10 for summing up and transmitting a utilization frequency, including the number of times of the call origination of a specified incoming call melody and the call origination time for each terminal and charge allocation means 33 and 34 for summing up the utilization frequency of the terminal, calculating a discount charge from the communication charge and the summed utilization frequency of a specified terminal and billing the utilization charge of a user and the advertisement charge of the advertisement sponsor based on the discount rate.
