PROBLEM TO BE SOLVED: To reduce the number of accesses to a memory and to make an arithmetic processing speed fast in a device and a method for processing picture, by which the pattern matching of an input picture with a template (reference pattern) is detected. SOLUTION: Concerning the input picture 41 and the template 45, the compressed template is scanned on the compressed input picture in a scanning mode A with the highest pixel data compression rate to detect the best match in the scanning mode A. In a scanning mode B, the template which is compressed by the compression rate being smaller than that of the scanning mode A is scanned by comprising the best match obtained in the scanning mode A and also within a little larger range (a sub-block). In this way, scanning is performed only concerning a part comprising the best match which is obtained in the preceding scanning mode by the order of the scanning mode A to E so that a scanning range is narrowed. In the final scanning mode E, scanning is performed with respect to the sub-block of non-compression template and input picture so that detecting precision is enhanced in the best match part.
