PROBLEM TO BE SOLVED: To provide a device and a method for pumping up deep water with a simple structure, almost dispensing with maintenance, and capable of easily pumping up from a deep depth. SOLUTION: This device is provided with a pumping tank 1 having an intake port 2 provided in a position lower than the sea level 30, a suction pipe 3 of which the upper end is communicated with and connected to the intake port 2 of the pumping tank 1 and the lower end is opened to a deep water area 31 in the sea, and a transporting means 4 transporting out the deep water naturally flowing in the pumping tank 1 by high pressure converted from potential energy.
