<p>PROBLEM TO BE SOLVED: To provide an image coder that suppresses the increased time for a macro block selected once to be a refresh object until it is actually refreshed so as to suppress deterioration in the image quality of a decoded image in the case that a data error exists in a communication channel. SOLUTION: A refresh control circuit 113 decides a macro block to be refreshed. When there are many macro blocks selected to be refresh objects, the number of refreshed macro blocks in one frame is increased. Furthermore, a macro block whose time most elapses after it is selected as the refresh object is refreshed. Thus, the increased time for a macro block selected once to be a refresh object until it is actually refreshed can be suppressed.</p> |
