PROBLEM TO BE SOLVED: To stably surface-roughen a web without a guide roller being deformed or deteriorated even in surface roughening at high temperature. SOLUTION: The guide roller 48 is dipped in an electrolyte stored in an electrolytic cell 34 to guide the web W. A nonwoven-fabric ring 58 mainly composed of the acid-resistance fiber having >=4 g/d tensile strength is axially layered on a sleeve 50 constituting the guide roller 48 in 10-100 mm thickness. The layered nonwoven-fabric ring 58 is compacted to 0.03-1.00 g/cc, and the outer peripheral surface is worked to 50-90 surface hardness. Consequently, the guide roller 48 is not deformed or deteriorated over a long period. Further, since the surface hardness is controlled to 50-90, the web W is prevented from being damaged.
