PROBLEM TO BE SOLVED: To industrially advantageously practice the hydrodesulfurization of a hydrocarbon oil by the use of a catalyst which exhibits a high hydrodesulfurization activity at low temperatures without requiring presulfurization before the use of the catalyst. SOLUTION: By the use of a hydrodesulfurization catalyst obtained by supporting 1-30 mass% alumina or silica/alumina, 1-3 mass% sulfate group in terms of a sulfur content, and 0.05-10 mass% palladium on a catalyst basis on a carrier composed of an oxide or hydroxide of zirconium and having a total pore volume of >=0.1 ml/g and a ratio of pores having a pore diameter of 1.4-2.1 nm in the total pore volume of 30-70%, a hydrocarbon oil is reacted with hydrogen under the conditions that the reaction temperature is 50-350 deg.C, preferably 100-280 deg.C; the partial pressure of the hydrogen is 1.0-15 MPa, preferably 1.4-5 MPa; the liquid space velocity is 0.1-15 h-1, preferably 1.0-8 h-1; and the hydrogen to the oil ratio is 50-1,500 NL/L, preferably 100-1,000 NL/L.
