PROBLEM TO BE SOLVED: To secure the continuity of digital data, when changeovers are performed between systems in the structure of multiple systems. SOLUTION: This device includes an on-board device 1 and a ground device 2. The on-board device 1 receives the digital data transmitted from the ground device 2, which has systems A, B that transmit the digital data in a frame unit. The system A constitutes a custom system, while the system B constitutes a stand-by system. When the normal system A is changed over to the stand-by one B, the stand-by system B transmits the one frame of the digital data from the beginning of the frame. |
