PROBLEM TO BE SOLVED: To provide a panel unit for cooling and heating which is excellent in construction properties, enables reduction of a construction period and hardly causes nonuniformity in temperature of the surface. SOLUTION: The panel unit has a pipe unit 4 comprising main pipes 10 and 12 of which the sectional shapes are formed to be flat and which are provided on the supply and return sides of a fluid for heat exchange respectively and a plurality of thin heat exchanger pipes 18 which communicate with both the main pipes 10 and 12. In the rear of a finish plate 6 being a plate material exposed in a room, such as a decorative plate of a floor or a wall or a ceiling plate, main pipe holding recesses 20 and 22 holding the main pipes 10 and 12 and heat exchanger pipes holding grooves 24 holding the heat exchanger pipes 18, are provided. The main pipe holding recesses 20 and 22 of the finish plate 6 holding the main pipes 10 and 12 are formed respectively to be deep enough to hold the main pipes 10 and 12.
