SOLUTION: In this optical memory element, clad/core members which consists of resin clad layers and resin core layers and in which a rugged part is provided at the interface of both layer of two or more are laminated in at least one plane of a substrate, an incident light for reading out information from the rugged part is introduced to the core layer form the end surface of the element, and in the end surface introducing the incident light, Ra is 20 nm or less and Rmax is 100 nm or less.
