PROBLEM TO BE SOLVED: To provide a treatment method to improve low temperature characteristics of a lithium secondary cell which improves low temperature characteristics such as the input and output characteristics, large current characteristics or the like at low temperature with simple method by increasing the surface area related to the reaction of a positive electrode activator particle and activating charge and discharge reaction. SOLUTION: The treatment method to improve a low temperature characteristics of the lithium secondary cell is a method for the lithium secondary cell including double oxide of lithium and transition metal, and the method is to charge and discharge the cell with higher upper limit voltage than that at ordinary use, after the cell is formed.
