PROBLEM TO BE SOLVED: To provide an image information converter that conducts stable code quantity control. SOLUTION: The image information converter converts MPEG2 image compression information (bit stream) of interlace scanning into MPEG4 image compression information (bit stream) of progressive scanning, an MPEG2 image information decoding section (bit stream) 8 extracts information from the MPEG2 image compression information (bit stream), a complexity calculation section 15 calculates complexity and an MPEG4 image information coding section (I/P-VOP) conducts coding based on an object code quantity calculated by the complexity.
