PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium and a magnetic storage device having excellent low noise characteristics and stability of recording magnetization and suitable for an ultrahigh density magnetic recording. SOLUTION: In the perpendicular magnetic recording medium having a perpendicular magnetization film 16 provided on a substrate 11 via a backing magnetic layer 12, the backing layer 12 has laminated structure consisting of a hard magnetic film 13 formed on the side near to the substrate and vertically aligned and a soft magnetic film 14 formed on the hard magnetic film.
