A synchronous device includes charge pump circuits (2, 7, 8) that prevent offset from occurring when the output potential (VC) at a loop filter (9) changes. Based on the potential (VC) at the output of the loop filter (9), control circuits (7,8) control gate potentials (VCP, VCN) of transistors (3,6) connected through switches (4,5) between source potentials (VCC, GND) and the output nodes of the loop filter (9) so that predetermined currents may flow in the transistors (3, 6).
