The device has a working chamber connected via a first valve (13,11) to an outlet. A second valve (37,39,17) is located in the chamber intake. The valves are operated synchronously so that when one valve is open, the other one is closed. The shut-off members (11,37) of both valves are in active connection. The first valve is a seat valve and the second valve is a slide valve. The first shut-off member is a valve head associated with a sealing seat (13), the second member is a piston with groove (15).
