PROBLEM TO BE SOLVED: To provide a tone quality evaluating apparatus and tone quality evaluating method capable of evaluating the total tone quality of sound such as noise generated from office apparatus taking influence exerted on the subjective sense of man. SOLUTION: When a digital signal of sound to be evaluated is input to a tone quality index computing part 4, pre-processing required for computing the acoustic indexes of various kinds is conducted by a waveform pre-processing part 5, and then plural acoustic indexes are computed by an acoustic index computing part 6. At this time, not only a sound loudness index is computed by a loudness index computing part 21, but influence of noise upon the subjective annoyance and discomfort is taken into consideration to compute a high frequency pure sound index and a broad band noise index in a high frequency pure sound index computing part 22 and a broad band noise index computing part 23, respectively. According to the obtained loudness index, high frequency pure sound index and broad band noise index, a total tone quality index is computed by a total tone quality index computing part 7 to display the result on an arithmetic result display part 8.
