PROBLEM TO BE SOLVED: To provide an optical wavelength conversion element which realizes the generation of second harmonic light of lower order by backward pseudo phase matching using a semiconductor material having excellent nonlinear sensitivity and an optical wavelength conversion device using the same. SOLUTION: The optical wavelength conversion element comprising a substrate and multilayered films formed by alternately laminating semiconductor layers which are active layers 11 and dielectric layers which are inert layers 12 on this substrate is set with the film thicknesses of the semiconductor layers and a dielectric layer within a range satisfying the pseudo phase matching conditions and generates the second harmonic light 20 in the reverse direction with respect to the progressing direction of incident basic wave light 10.
