PROBLEM TO BE SOLVED: To utilize molten slag produced in an incinerator as a material for forming a sealing layer. SOLUTION: In the sealing work wherein a hydraulic material is mixed into a soil material to form a sealing layer, fine particles of molten slag obtained by pulverizing the molten slag produced in an incinerator to such an extent that a 60% particle size D60 on a cumulative particle size curve becomes less than 15μm are used for the whole or a part of the soil material.
