PROBLEM TO BE SOLVED: To attain charging on a pay-per-view program in timing desired by a broadcast station. SOLUTION: In the case of time-shift viewing of a pay-per-view program, a view propriety discrimination section 26 inquires of a broadcast station 1 about time-shift viewing of the pay-per-view program via a modem 43. The broadcast 1 transmits an EMM denoting the propriety of viewing to a receiver in response to this inquiry. The view propriety discrimination section 26 outputs a scramble key when the viewing is permitted as a result of the inquiry and transmits purchase intention of the program to the broadcast station 1. Thus, the charging is imposed. The broadcast station 1 receives no disadvantage by the time-shift viewing of the pay-per-view program pay-per-view program.
