PROBLEM TO BE SOLVED: To warn a driver before he/she commits a traffic violation and to record violation contents when he/she committed the traffic laws. SOLUTION: A vehicle position detecting part 10 detects the state of a vehicle such as its position, speed from a GPS signal, etc. Map data and traffic regulation data are stored in a storage part 20. Based on vehicle state information and traffic rule data on a road in the middle of traveling, the presence/absence of the possibility of committing the traffic violation is judged. In the case of judging that there is the possibility of committing the traffic violation, a traffic violation warning is outputted by voice and displayed on a screen. Based on the vehicle state information and the traffic rule data, whether the traffic violation is committed or not is judged. In the case of judging that the traffic violation is committed, a traffic of violation contents is recorded in a traffic violation storage part 51.
