PROBLEM TO BE SOLVED: To provide an insulating shield device responding to a demand for less electromagnetic noise and electric noise. SOLUTION: A shield case has a duplex structure which is composed of an inside shield case 5 in which a part 16 to generate a noise is housed, and an outside shield case 2 for housing the inside shield case 5. The inside and outside shield cases 2 and 5 are electrically insulated from each other by inserting insulating films 8a, 8b, 9a, 9b, 10a, 10b, 11a, 11b, 12a, 12b, 13a and 13b between them.
