PROBLEM TO BE SOLVED: To always monitor poriomania person even when a guardian carries a receiver around away from a place where the receiver is installed. SOLUTION: The receiver 2 installed in the guardian side is provided with a high frequency receiving circuit 20 for receiving high frequency radio waves intermittently transmitted from a high frequency transmitting circuit 10 of a transmitter 1 carried with the hoverer, control circuit 21 for judging whether the poriomania person is located inside a prescribed area or not by detecting an area monitoring signal from the high frequency radio wave received by the high frequency receiving circuit, AC/DC converting circuit 23 for converting AC power supply from the outside to DC power supply and respectively supplying power to the high frequency receiving circuit and the control circuit, battery 24 for respectively supplying power to the high frequency receiving circuit and the control circuit at carrying time to disconnect the receiver from the AC power source, charging circuit 25 for charging the battery when using the AC power source, AC driving detecting circuit 26 for detecting AC driving when using the AC power source, and power feeding changeover switch 27 for switching power feeding from the AC/DC converting circuit and power feeding from the battery corresponding to a detecting signal from the AC driving detecting circuit.
