PROBLEM TO BE SOLVED: To manufacture an information recording medium substrate for flatter, better mechanical characteristic and higher density recording. SOLUTION: A pressure annealing jig is provided with a base 4 having a circumferential groove 5 formed in its upper planar surface 16, a pressure weight 1, disposed to face the upper surface 16 of the base 4, and having a recording area corresponding groove 9 formed in correspondence with a recording area 12 formed in the recording surface 14 of an optical disk substrate 3, and a stock pole 2. In the outer peripheral side of the recording area corresponding groove 9 of the pressure weight 1, an outer peripheral part 10 is formed in correspondence with the outer non-recording area 13 of the optical disk substrate 3 and, in the inner peripheral side of the recording area corresponding groove 9, an inner peripheral part 8 is formed in correspondence with the inner non- recording area 11 of the optical disk substrate 3. During the pressure annealing of the optical disk substrate 3, the recording area 12 of the optical disk substrate 3 is provided with a space formed by the re-cording area corresponding groove 9 to be placed in a non-contact state, and thus no weight is applied by the pressure weight 1.
