PROBLEM TO BE SOLVED: To provide a charging device that precisely measures the residual capacity of a battery to perform refresh charging, based on its residual capacity. SOLUTION: A microcomputer 6 corrects the voltage value of a battery, that is obtained from a battery voltage signal S1 transmitted from an operational amplifier 7, in such a way as to correspond to the battery periphery temperature detected by a temperature sensor 8 based on a voltage correcting data table by temperatures stored in a memory 7A. Calculating the residual capacity of the battery based on the corrected value, it outputs charging/ discharging control signals S3 and ON/OFF signals S5, in such a way that charging is started after the refresh charging that consumes electric power with a resistor R3, when the residual capacity of the battery is within a given range.
