PROBLEM TO BE SOLVED: To control the efficient allocation of computer resources to be used by a plurality of operating systems(OSs) according to the states of respective OSs. SOLUTION: A plurality of OSs are driven in a single computer system, and a cluster system is constituted so as to change/rearrange the computer resources of respective OSs. When the individual OSs are operated as an operating system and a stand-by system, an OS management and control part 200 monitors the states of respective OSs, and when the operating system OS fails, allocates more computer resources to another normal OS to make it the operating system. Thereby the computer system can be driven, without having to change the throughput of the computer system regardless of the occurrence of a failure. In addition, the OS management and control part 200 can monitor the load states of respective OSs and allocate the computer resources in accordance with the load states. Consequently, the throughput of OSs can be controlled according to need.
