PROBLEM TO BE SOLVED: To prepare a sanitary insulating sheet that can solve problems associated with the user of an electrical heater, the use of a fibrous cover, and the use of a paper sheet, or a nonwoven fabric cover instead of the fibrous cover in conventional sanitary napkin equipments. SOLUTION: A sanitary insulating sheet is made by laying a layer 20 made of an adhesive layer or a rubber layer over the reverse of an insulating sheet 10 in which a sheet base material 11 and an insulating layer 12 made of a resin composition containing hollow particles and/or air cells are layered.
