PROBLEM TO BE SOLVED: To prepare a water-soluble film scarcely causing blocking during its storage, excellent in shock resistance and giving a breakage-resistant bag, and a method for manufacturing the water-soluble film. SOLUTION: The water-soluble film is obtained by compounding 100 pts.wt. of a polyvinyl alcohol with 5-30 pts.wt. of a plasticizer, 1-10 pts.wt. of a starch, and 0.01-2 pts.wt. of a surfactant; and the method for manufacturing the water- soluble film comprises drying a film-forming stock solution containing 5-30 pts.wt. of a plasticizer, 1-10 pts.wt. of a starch, and 0.01-2 pts.wt. of a surfactant based on 100 pts.wt. of the polyvinyl alcohol, and having a solvent content of 40-99 wt.%, on a metal surface at 80-110 deg.C.
