PROBLEM TO BE SOLVED: To provide a packaging machine wherein impurities are not interposed on sealed surfaces, the sealed surfaces can be sufficiently cooled thereby eliminating failures in sealing, and deposition can be easily eliminated by shaking. SOLUTION: The packaging machine includes a filling apparatus 13 for filling contents into a packaging material tube T with an upper end opened and a lower end closed by a constant amount, and a forming device 14 for forming a container C by seal-cutting the tube T filled with the contents transversely into a length corresponding to a single container. A filled amount and an internal volume are set so that the internal volume of the container C is larger than the filled amount of the contents in the container C.
