PROBLEM TO BE SOLVED: To obtain the proper independence of perforations, the shape and stability of perforations and the speeding-up of perforation in a thermal screen plate making method. SOLUTION: A thermal screen base paper 1 wherein a thermoplastic resin film 1a is laminated on a porous support is fed in the direction shown by an arrow A by a platen roller 3 driven by a motor not shown in a drawing and fed to the gap between the platen roller 3 and a thermal head 4 to bring the thermoplastic resin film 1a of the base paper 1 and a plurality of the heating elements 5 constituting the thermal head 4 to a pressure contact state. Applied energy is controlled by an energy applying control means 7 so that the application of energy to the heating elements 5 from an energy applying means 6 is completed at a point of time reaching 50-100% of the time from the start of the application of energy to the completion of the expansion of a perforation.
