PROBLEM TO BE SOLVED: To provide a holder capable of securing the safety in works and enhancing the using convenience. SOLUTION: Hangup holes 13a and 13b are provided over a first holding piece 11, and under them, first holding claws 15a and 15b are installed protruding sideways as the radial direction of the holes 13a and 13b. A communication hole 23 in communication with the holes 13a and 13b is provided over a second holding piece 21, and under the piece, a second holding claw 24 is provided protruding in mating with the first holding claws 15a and 15b. A shaft 16 to bear the second holding piece 21 rotatably between the hole 23 and the second holding claw 24 is installed between the holes 13a and 13b and the first claws 15a and 15b. The head 6 of a railroad rail 5 is held pinched by the first claws 15a and 15b and second claw 24, and the holes 13a and 13b are put in communication with the communication hole 23. A hook 31 is hitched at the holes 13a and 13b and hole 23 in mutual communication, and the rail 5 is hung up. Holding of the rail head 6 can be secured with the first claws 15a and 15b and second claw 24.
