PROBLEM TO BE SOLVED: To provide an expanded composite material containing expandable polystyrene resin particles dispersed in a water-expandable polyurethane foam, having excellent flame-retardancy and exhibiting self-extinguishability in conformity to the combustibility test B of JIS A9511. SOLUTION: The expanded composite material is produced by mixing expandable polystyrene beads to a water-expandable urethane composition containing a phenolic resin as a polyol compound.
