PROBLEM TO BE SOLVED: To attain the safe and effective execution of jobs including a card issuing preprocess. SOLUTION: This system includes an issue request device 10 which transmits the card issue request contents and the encoding data, an issue trust device 20 which receives the card issue request contents and the encoding data given from the device 10 via a communication means 30 such as a Web environment. The device 20 has a issue request reception part 21 which receives the card issue request contents and the encoding data from the device 10, an encoding data check part 22 which checks the quality of encoding data received by the part 21 and a check result report part 23 which reports the check result of the part 22. |
