PROBLEM TO BE SOLVED: To completely decompose a TOC into inorganic ions. SOLUTION: An air injection point by an air pump 11 is provided in the upstream of a UV irradiator 5 for irradiating sampled water collected from outlet side piping of a condensate desalter with ultraviolet rays to decompose an organic polymer to the inorganic ions, bypass piping 9 is provided between an upstream of the air injection point and an outlet side of the UV irradiator 5, and selector valves 4, 6 are provided to allow a route for the sampled water to be selected, in an alternative way, between a route passing through the UV irradiator 5 and a route passing through the bypass piping 9.
