PROBLEM TO BE SOLVED: To provide a rotary crushing snow-melting device capable of keeping the balance of weight imposed on a rotary shaft without impairing a function efficiently crushing ice and snow dumped in a snow melting tank and increasing snow melting efficiency higher than before. SOLUTION: A burner device is placed to the lower part of the snow melting tank, the vertical rotary shaft is provided to the inside of the snow melting tank, and an ice and snow crushing means is fixed on the rotary shaft to make it horizontally rotate. The crushing means is used as a member having an approximately circular plane with a mesh structure, at least two or more stages in up and down are arranged inside of the snow melting tank, and it is driven by making a rotational direction of each stage forward and reverse turn over.
