PROBLEM TO BE SOLVED: To provide a heating device and image forming device wherein shortening of preheating time can be aimed at while securing a mechanical strength, and further, wherein a stable heating performance can be secured regardless of paper feed mode by restraining a temperature unevenness. SOLUTION: In the heating device R which has a rotor 1 and a magnetic flux generation means 8 that is installed in the inside of this rotor, and which makes the rotor 1 generate heat by induction current by means of magnetic flux generation means 8, and which heats a heated member 6 by the heat of the rotor 1, the rotor 1 is composed of a non-magnetic hollow metal roller 21, and a magnetic metal layer 22 is formed in the inner surface of the hollow metal roller.
