PROBLEM TO BE SOLVED: To effectively reduce a local average SAR(Specific Absorption Rate) in an operating state. SOLUTION: A nonconductive case 11 is provided with communication control sections 23, 26 or the like that are shielded by a shield body such as a ground conductor 14 and a conductive case 15 and with output devices 18, 21 that reproduce outputs from the communication control sections. A magnetic loss material layer section 22 is provided to a mount face of the shield body on which at least the output devices are mounted.
