PROBLEM TO BE SOLVED: To realize a communication system and a transmitter by which a user can create an original picture postcard while travelling and the mailing time of the created picture postcard can be shortened without sticking stamp. SOLUTION: The communication system 1 is provided with a picture postcard creation terminal 10 and a server 30 which can be connected to this terminal 10 by a communication line 2. Data inputted from the terminal 10 by handwriting is transmitted to the server 30 through the communication line 2, and the server 30 prints received picture postcard data on a plain postcard to create a picture postcard. An operator of the server 30 brings this picture postcard to a post office 50 or mails it at the nearest mailbox, and a postman delivers the picture postcard to a destination A.
