PROBLEM TO BE SOLVED: To provide a dual-wall discharge lamp that can reduce fluctuation in luminescence caused by flection of the first enclosing tube (inner tube) and prevent damage or breakdown due to vibration of the first enclosing tube caused by external stress, and further to provide a manufacturing method and apparatus for this dual-wall discharge lamp. SOLUTION: In the dual-wall type discharge lamp 1, the first enclosing tube (inner tube) 2 has been fused to join with the second enclosing tube 3 in the state that a tensile stress F1 is applied along the axis all the time. In manufacture of the dual-wall type discharge lamp 1, the tensile stress F1 can be applied to the first enclosing tube 2 by fusing to join an end of the first enclosing tube 2 and an end of the second enclosing tube 3 in the state of cooling the latter, after the other ends of the first enclosing tube 2 and the second enclosing tube 3 (glass tube) are fused to join.
