PROBLEM TO BE SOLVED: To dispense with determining a space between two positions where a wire is applied on long materials each time in the relationship to an inclination when slantly lifting the long materials via a wire at a small opening or a site easily affected by a wind and improve workability and safety by horizontally or slantly lifting the long materials having great mass. SOLUTION: A hoisting/lowering device 4 having a first lift-down member 5 lifted down via a chain or a wire is arranged at one of frames 3 lifted down from a crane 1, a second lift-down member 6 is lifted down via a chain or a wire at the other side, the lower end of the first lift-down member 5 is latched to a first hole 8a of a rotor having first, second third holes 8a-8c at the tops of a triangle, and the lower end of the second lift-down member 6 is rotationally joined to the second hole 8b, so that the rotor is lifted down from the frame with the first and second lift-down members 5, 6 and third and fourth lift-down members 9, 10 for lifting down lifted cargoes are lifted down from the third hole 8c and the second hole 8b via a chain or a wire.
