PROBLEM TO BE SOLVED: To provide a polyvinyl alcohol film with a reduced number of optically foreign substances which come to optical defects and suitable as the material for highly minute liquid crystal display polarizing films, its manufacturing method, and a polarizing film. SOLUTION: The number of optically foreign substances having a size of >=5 μm per 100 cm2 which are present in the polyvinyl alcohol film for polarizing films is reduced to <=500.
