PROBLEM TO BE SOLVED: To miniaturize and lighten a turning device for turning the direction of a road/rail vehicle and to store under a floor of the road/rail vehicle compactly. SOLUTION: A bearing mechanism 15 is formed by allowing balls 24 to be rotatably held on inner rings 20 and 20A, and outer rings 21 and 21A having the common turning center. As the load W of the road/rail vehicle can be supported while dispersed into multiplicately arranged two rows of balls 24, the load applied to each ball 24 can be reduced. Whereby a member for supporting the bearing mechanism 15 can be thinned. A lifting device 30 is foldably formed by a pair of link arms 31 and 32 intersected to each other, and can be stored under the floor compactly.
