PURPOSE: A ring binder having an actuating lever with a buffer member is provided to ensure the comfortable use of the binder with an anti-slip contrivance, and to minimize the feedback of forces generated when the rings are opened/closed. CONSTITUTION: The ring binder comprises an upper plate(12), a pair of turning leaves, plural rings(28) attached to the leaves and are movable with the leaves, and a pivotally movable actuating lever(30) for moving the leaves between a closed position of the rings to an opened position of them. The actuating lever has a tab, on the upper end part, which has a pair of holes separated from each other and further, is equipped with a buffer member(50) including an inner cushioning part arranged on the inner face of the tab and an outer cushioning part arranged on the outer face of the tab and a pair of connecting parts separated from each other. These connecting parts are inserted through the separate holes of the tab to securely fit the cushioning member to the tab.
