PURPOSE: A pulling device for an upward slope climbing test equipment for a streetcar is provided to safely pulling up a streetcar up to an upper part of a slop when the streetcar is stopped going up due to the lack of output in the process of testing the streetcar on a slop, thereby preventing the overturning or damage of the streetcar and the testing equipment and preventing a passenger in the streetcar from being wound. CONSTITUTION: A pulling device for an upward slope climbing test equipment for a streetcar includes pulling ropes(10) connected to a streetcar, a main winch(20) positioned at an upper part of a testing slope for winding up the pulling rope for pulling the streetcar when the streetcar is impossible to go up to the slope, and an auxiliary winch positioned at a lower part of the slope for winding down a pulling rope disconnected from the streetcar, wherein the main winch includes a drum(21) to be wound with the pulling ropes, a main motor(22) for rotating the drum forward to winding the ropes according to a climbing-up speed of the streetcar, an auxiliary motor(23) for rotating the drum forward in spite of a weight of the streetcar when the streetcar is impossible to climb up the slope, a main decelerator(24) positioned between the main motor and the drum for increasing a driving force of the main motor, an auxiliary decelerator(25) positioned between the auxiliary motor and the main decelerator for increasing the driving force of the auxiliary motor, a clutch(26) positioned between the main and auxiliary decelerators for transmitting the driving force of the auxiliary motor, a frame(27) for securing the motors and the decelerators, and a safety element for preventing reverse rotation of the drum.
