<p>PROBLEM TO BE SOLVED: To provide a public lottery purchasing method by which a public lottery is easily and surely purchased and refunded. SOLUTION: Access is performed from a user terminal (a) having an environment capable of utilizing the Internet C to the Web of a selling institution B for selling public lotteries, the purchase/refund of the public lottery is performed and settlement is completely performed on the account of a designated settlement institution D. The selling institution B confirms whether the account remainder of a user A exceeds a purchase amount or not to the settlement institution D and when the remainder exceeds the purchase amount, purchase is approved. Then, the E mail of purchase confirmation is sent to the user A, article information is preserved and the purchase amount of the user A is subtracted from the account of the user A. When there is a public lottery winning a prize, the payback thereof is transferred to the account of the user A and E mail reporting the result of success/fail is sent. Similarly, betting of a municipally operated race can be performed.</p> |
